Policy & Program Operations Director

James Osyf is the Policy & Program Operations Director of LMEvolve, Lockheed Martin’s dedicated innovation engine designed to identify, accelerate, and scale transformative technologies that drive both commercial and defense-focused impact. In this capacity, he is responsible for shaping policy frameworks and operational processes that ensure LMEvolve’s initiatives align with national security priorities and industry best practices.

Prior to joining LMEvolve, James held a variety of roles with increasing responsibility at Lockheed Martin. He most recently served as Chief of Staff, Corporate Strategy & Development, where he facilitated operations for more than 1,100 Strategy & Business Development professionals and launched a functional organization focused on long-term enterprise strategy and disruptive warfare concepts. James also served as a Strategic Planner for the Space business area, supporting advanced programs and new venture teams.

James began his career as a Submarine Warfare Officer in the U.S. Navy. His assignments included rotations at the Defense Intelligence Agency, the Department of State, and the fast-attack submarine USS Norfolk. He concluded his time on active duty on the Navy Staff, contributing to coalition interoperability and serving as the lead advisor for all cyber policy matters. James continues to serve as a Commander in the Navy Reserve today as the Executive Officer of a Virginia Beach unit enabling Second Fleet operations.? Previous tours of Reserve duty include leadership positions at the nation's only deep-sea rescue command and providing support to the Chairman of the Joint Chiefs of Staff and the Chief of Naval Operations at the Pentagon's Navy Operations Center.

James earned a Juris Doctor from Georgetown University Law Center, a Master of Public Policy from Harvard University’s Kennedy School of Government, and a Bachelor of Science in Political Science from the United States Naval Academy. He is a member of the District of Columbia Bar.
